Preschool and / or Childcare Fees and Tuition Policy effective August 2014

When Preschool and / or Childcare parents complete and sign the enrollment form for their child, they are committing to paying required fees and tuition for 10 months, beginning August and ending in May. 

The Registration Fee is paid at pre-enrollment and / or enrollment day.  The Semester Craft Fee is paid on or before the beginning of the semester.  Lunch Fees are paid ahead weekly, monthly, quarterly, by semester or in full for the year. 

Tuition is paid ahead for at least a week but may also be paid ahead in full for the year, by semester, quarterly or monthly.  If paying weekly, the parents need to make the payment on the Thursday or Friday beforehand.  A schedule of estimated fees and due dates for the year is given by the school office.  Tuition is determined through a prorated computation based on actual days of school indicated in the base schedule of each child.  Extra days and extended times may be added at a set hourly rate of $2.  A fraction of an hour is computed as an hour.

In order to maintain services over the entire year, it is essential that the annual income from fees and tuition be assured.  From time to time, families fail to remit complete payment of financial obligations in a timely fashion.   Parents need to contact the school office to make payment arrangements.  Our school is duly registered to receive payments from the Department for Children and Families (DCF) or from KansasWorks for families who qualify for assistance.  Cases in which parents have been informed and still fail to pay a fee or tuition must be dealt with promptly.  The normal consequence would be denial of the service or activity for which the fee is charged.

Because the tuition is determined through a prorated computation based on actual days of school indicated in the base schedule of each child, reduction or remission of fees cannot be allowed for absence due to family holidays, family vacations, snow days, illness, or just not being able to get the child to school.  A one-week notice with paid tuition is required for the child’s withdrawal from the program to give the school time to fill the spot they will be vacating.  Registration Fee will not be refunded.

Mrs. Samantha Reinecke is the Preschool 3 teacher for the 2014-2015 school year. She has eight years of teaching experience, and she is currently working on her Masters degree in Special Education Teaching. Although most of her experience is as a secondary educator, she loosk forward to this new adventure with preschool children!

Letter to Preschool and Childcare Parents

Dear Preschool Parents and Childcare Parents,

 

St. Patrick Child Learning Center is owned and operated by St. Patrick Catholic Church within St. Patrick Catholic School.  St. Patrick Child Learning Center is also the Preschool of St. Patrick Catholic School which is fully accredited by the Kansas State Department of Education (KSDE).  St. Patrick Child Learning Center is also a fully-licensed Childcare Provider for children 3 years old to school age under the Kansas Department of Health and Environment (KDHE).

 

Effective November 16, 2012, St. Patrick Catholic Church is operating the St. Patrick Child Learning Center as only a fully-licensed Childcare Provider for children 3 years old to school age under the KDHE and is separating the Childcare services from St. Patrick Catholic School.  The Preschool that holds classes from 8:00 – 10:30 in the morning remains part of St. Patrick Catholic School under USD Z0031 and KSDE, as it was originally.

 

Why do we need to distinguish and separate the Preschool session from the Childcare session?

 

1. Before the school added the childcare component, we were not required to apply for a KDHE license as described in KAR 28-4-422 (a) (2):  "In lieu of being licensed, preschools operated on the premises of private schools providing kindergarten through grade six shall be governed by Kansas statutes applicable to private schools."

 

2.  Distinguishing and separating the Preschool session from the Childcare sessions helps St. Patrick Catholic Church simplify the operation, accountability and administration of both the Preschool and the Childcare by making Preschool accountable only to one state agency, KSDE, instead of being accountable to two state agencies, KSDE and KDHE.

 

3.  KDHE fees and requirements change and increase based on the number of children enrolled in Childcare. Childcare from 10:30 AM – 5:30 PM has only 16 children.  Preschool sessions have a total of 38 children.  Separating Childcare from the Preschool makes the Childcare subject to KDHE requirements based on having “not less than 13 and not more than 24 children.”  The KDHE fees and requirements significantly change for having “more than 24 children.”

 

What does this mean? Please note the following key information:

The Preschool 8-10:30 AM classes belong to St. Patrick Catholic School which belongs to St. Patrick Catholic Church.

St. Patrick Child Learning Center offering childcare services belongs directly to St. Patrick Catholic Church.

2.

St. Patrick Catholic School that includes Preschool – Kindergarten – Grades 1-5 are under USD Z0031 Wichita Catholic Schools and KSDE and abides by the policies of the Catholic School Office and KSDE.

St. Patrick Child Learning Center is under KDHE and abides by the policies of KDHE.

3.

The Preschool teachers and staff remains the same until 10:30 AM, namely:  Mrs. Catherine Bowman, Mrs. Allison Bauer, Mr. Daniel Carroll and Mrs. Thressa Cuin.

The St. Patrick Child Learning Center childcare staff members during childcare hours are:  Mrs. Allison Bauer, Mr. Daniel Carroll and Mrs. Thressa Cuin.  Subs are Mrs. Holly Donaldson and Mrs. Lisa Dent.

4.

The Administrators of St. Patrick Catholic School are the Pastor and Principal.

The Administrator of St. Patrick Child Learning Center is the Pastor, Fr. Bernard Gorges, who has assigned Mrs. Fey Barles to be Assistant Administrator to manage the KDHE requirements and documentation.

5.

Effective December 2012, the Preschool will follow the K-5 School Calendar.  Only the following are different from the Childcare calendar:  Christmas Party, Christmas Break, Parent Teacher Conferences, Play Day, PS Graduation and Last day of school.

The St. Patrick Child Learning Center calendar remains mostly the same.  Christmas Party and Play Day dates moved.

6.

The teacher and staff qualifications and curriculum content and quality are based on KSDE and USD Z0031 Wichita Catholic Schools regulation, requirements and policies.

The staff qualifications and childcare program are based on KDHE regulation, requirements and policies.

7.

The Fees remain the same:  $20 for M-W-F 3 year olds and $40 for M-F 4 year olds.

The Fees remain the same: $100/week (which includes the payment for the preschool time and the childcare time)

8.

Time schedules remain the same (8-10:30 AM, drop off allowed at 7:30 AM)

The number of students in a Preschool Class is set by the school: 26 in Classroom 1 (with 1 teacher and 1-2 staff), 13 in Classroom 2 (with 1 teacher / staff).  The school may open morning sessions and/or afternoon sessions as needed.

St. Patrick Child Learning Center currently may have “not less than 13 and not more than 24 children” for all day childcare.

 

Attached are the updated calendars for Preschool and for Childcare.  Preschool will follow the K-5 calendar effective December 2012.  Please note the few differences and changes:
